No, not a convicted criminal. A felon (pronounced the same way) is an infection of the tip of the finger or thumb, typically as a result of a puncture wound. Because of the anatomy of the padding of the tips of the digits, this creates an abscess that wraps around the fingertip under pressure, often causing excruciating pain because of the exquisitely sensitive nerves of the fingers.
